Export control is one example of a non-proliferation measure. This control makes it more difficult for states and terrorist organisations to acquire goods, relevant technology and expertise that may be used in the production of weapons of mass destruction.
When an item classified as a “dual-use item" is to be exported to a country outside the EU, export authorisation is required. Such products are listed in Annex 1 of Council Regulation (EC) 1334/2000. Also other items may require export authorisation.
Authorities responsible for export control are the Swedish Nuclear Power Inspectorate (SKI) as concerns items with specific nuclear use, and the Inspectorate of Strategic Products (ISP) as concerns other items.
Applications for export authorisation

A Swedish company wishing to export a dual-use item must apply for authorisation from the SKI or the ISP, who will then decide on whether the export may be carried out or not. The decision is based on an overall assessment of the item, the purchasing country and the end user.
Five regional units with regional offices across the country are responsible for the Service's activities in a number of counties.
