The Swedish Security Service and the Swedish EU presidency

The Swedish EU presidency begins on 1 July 2009. This means that for the following six months Sweden will lead the work of the EU and act as the driving force in important EU issues. Together with the Police Authorities, the National Criminal Police and the Government Offices, the Security Serviceis to ensure that the presidency can be held in safe and secure circumstances.
The Security Service has four main functions during the presidency. These are:
 
  • ensuring security at a number of meetings in Sweden, in conjunction with local police authorities,
  • providing strategic intelligence support,
  • chairing the Council´s Terrorism Working Group (TWG), and
  • chairing the Counter-Terrorism Group (CTG).  

Meetings


As part of our Service´s dignitary protection work during the Swedish EU presidency we will:
  • provide bodyguard protection and other personal protection measures,
  • compile threat assessments in conjunction with the National Criminal Police and local police authorities, and
  • take measures against identified threats and risks.  

Strategic intelligence support


During the Swedish EU presidency the Security Service will:
  • identify intelligence threats and attempts to put pressure on the Swedish presidency, and inform authorities and organisations concerned so that they may take protective measures,
  • monitor international developments in our areas of activity and forward to all parties concerned any knowledge of political interest to the Swedish presidency.

Terrorism Working Group (TWG)


The TWG is the Council´s working group against terrorism, consisting of representatives from the member states. In Sweden, the formal responsibility rests with the Ministry of Justice, which has appointed an official from the SecurityServiceto chair the group during the presidency. The TWG has normative significance as it addresses issues on a comprehensive EU level. The group is also a forum for information exchange but has no real operational function.
 

Counter-Terrorism Group (CTG)


The CTG is a European cooperation group against terrorism, made up of the security services of the EU member states plusSwitzerlandand Norway. The CTG is not an EU body, but a parallel forum for, among other things, analysis production and information exchange. The presidency of the group is held by the country holding the EU presidency. The group was formed at the initiative of the Council, following the terrorist attacks in the US in 2001, to respond to the need for enhanced cooperation on terrorism.
